Funchal property guide: prices, areas and the rules for buying in Madeira's capital
Asking prices, areas and the 2026 rules, from CASAFARI data and official statistics.
In Q3 2026, the average asking price of an apartment in Funchal reached €4,478.5/m² (CASAFARI Area Insights, indexed listings with outliers excluded), 11.4% higher than a year earlier and 52.0% above Q1 2023; houses ask €3,720.7/m². These are asking prices, whereas INE's transaction median for the municipality stood at €3,601/m² in Q1 2026, 54% above the national median. International buyers in 2026 must also account for a flat 7.5% property transfer tax (IMT) for non-residents since 25 May 2026 and a city-wide freeze on new short-term letting registrations.
How much does property cost in Funchal in 2026?
Imagine a couple from Manchester or Hamburg standing on the Lido promenade in October. The two-bedroom flat with a balcony over the Atlantic that they viewed in the spring is now listed at a higher figure, and the holiday-letting plan they had sketched out on the flight home is no longer available under municipal rules. That is Funchal in 2026: a market where sellers hold their ground even as the rulebook changes.
CASAFARI Area Insights, the source of the Funchal asking-price series, puts the average asking price of an apartment in Funchal (location id 4116) at €4,478.5/m² in Q3 2026, up from €4,021.1/m² in Q3 2025 (+11.4% year on year) and +1.8% up on Q2 2026 (€4,397.7/m²). Since Q1 2023, when the series stood at €2,945.7/m², apartment asking prices have risen by 52.0%. Houses in Funchal ask an average of €3,720.7/m² in Q3 2026, up 5.4% on Q3 2025 (€3,529.5/m²) and 61.2% higher than in Q1 2023 (€2,308.2/m²).
It helps to keep two sets of figures separate. CASAFARI tracks asking prices across active, indexed listings with outliers excluded, showing what sellers currently demand. Portugal's national statistics institute (INE) tracks completed deeds: according to INE local house price statistics, Q1 2026, the median transaction price in the municipality of Funchal was €3,601/m² in Q1 2026 (+23% year on year), and €3,872/m² for studios and one-bedroom flats (known in Portugal as T0 and T1). Both figures are valid; they simply measure different stages of a deal.
To put the asking average into plain arithmetic: a 70 m² two-bedroom apartment (a T2) at €4,478.5/m² works out at roughly €313,000 before negotiation, taxes and legal fees. That is an illustration on the municipal average rather than a quote for a specific street.
Notice too that apartments in Funchal ask about 20% more per square metre than houses (€4,478.5/m² versus €3,720.7/m² in Q3 2026). The apartment stock is concentrated along the flat coastal strip, newer, and often sold with sea views and hotel-style amenities, whereas many houses sit higher up the steep amphitheatre of slopes, where plots are larger, buildings older and roads narrower.
Where in Funchal do international buyers look?
Funchal is a coastal city of 105,795 residents at the 2021 Census, estimated at 113,443 by the end of 2025 according to the Pordata population portrait of Funchal. It rises from a south-facing bay in a natural bowl of volcanic ridges, sheltered from the northern trade winds, with Madeira Airport (Cristiano Ronaldo, in Santa Cruz) about 20 km to the east along the VR1 expressway.
International buyers tend to focus on four distinct quarters within our wider Portugal area guide:
- São Martinho, the Lido and Ajuda: West of the centre, this is the modern coastal belt of oceanfront promenades, lidos carved into the basalt rock and contemporary residential blocks. It holds the largest pool of foreign-owned apartments.
- Sé and Santa Luzia: Sé is the historic heart around the cathedral, the marina and the farmers' market; Santa Luzia rises just behind it with quieter residential streets that remain within walking distance of cafés and clinics.
- Monte: High above the bay and reached by the cable car, Monte has cooler air, historic gardens and broad views over the harbour, though also more cloud and winter damp.
- Santo António and São Gonçalo: On the western and eastern flanks of the amphitheatre, these parishes are where buyers look for detached houses and traditional quintas (manor houses with mature gardens) catching the morning or late-afternoon sun.
In Funchal, price per square metre varies more with altitude, orientation and view corridor than with simple distance from the town hall. A south-facing apartment on the Lido front and a north-facing house higher up in São Roque belong to different micro-markets. Before making an offer, it is sensible to value a specific Funchal flat with Comparables and a market study at parish level rather than relying on the municipal average.
Why are prices still rising while fewer homes are sold?
The puzzle of 2026 is that prices and transaction volumes are moving in opposite directions. Across the Região Autónoma da Madeira, 665 dwellings were sold in Q1 2026 for a total of €215.2 million, a 25.6% drop in unit sales year on year according to DNotícias on the fall in Madeira home sales, Q1 2026, citing data from DREM, Madeira's regional statistics office. Of those 665 sales, 543 were existing homes and only 122 were new builds—a 56.4% fall in new-build transactions compared with a year earlier.
Geography explains why asking prices have not softened alongside volumes. Funchal has almost no flat land left between the ocean and the mountains; protected agricultural terraces, view corridors and high construction costs keep the new-build pipeline tiny. When only 122 new homes change hands in a quarter across the entire region, sellers of well-located apartments in the capital feel little pressure to discount.
Even so, apartments and houses have parted company in 2026. In CASAFARI Area Insights data, year-on-year asking-price growth for Funchal apartments has held between 11.4% and 15.5% for seven consecutive quarters (Q1 2025 +13.2%, Q2 2025 +15.5%, Q3 2025 +13.8%, Q4 2025 +14.5%, Q1 2026 +14.2%, Q2 2026 +14.0%, Q3 2026 +11.4%). House asking-price growth, by contrast, has slowed into a plateau: from +22.2% year on year in Q1 2025 and +21.0% in Q2 2025 down to +6.3% in Q2 2026 and +5.4% in Q3 2026, with a 2.7% quarter-on-quarter dip in Q2 2026 (€3,547.6/m² after €3,646.6/m² in Q1 2026) that recovered in Q3. Because Funchal's house stock is a smaller, heterogeneous sample, single-quarter shifts often reflect the mix of listings on the market.
| Region or municipality | Median transaction price (€/m², Q1 2026) | Difference vs national median |
|---|---|---|
| Grande Lisboa | €3,836 | +64.1% |
| Funchal (municipality) | €3,601 | +54.1% |
| Algarve | €3,352 | +43.4% |
| Península de Setúbal | €2,996 | +28.2% |
| Região Autónoma da Madeira | €2,863 | +22.5% |
| Área Metropolitana do Porto | €2,552 | +9.2% |

In Q4 2025, Funchal ranked as the sixth most expensive municipality in Portugal with a transaction median of €3,612/m² (-2.2% year on year, DREM/INE). If you are weighing the island against southern mainland resorts, see how the Algarve compares: our Lagos guide and CASAFARI's property market trends for Portugal. Nationally, INE's House Price Index rose 16.5% year on year in Q2 2026 (after +17.8% in Q1 2026) on 40,142 sales (-6.4% year on year), while the implicit mortgage interest rate in Madeira stood at 3.246% in August 2026 against 3.162% nationally (DREM/INE), a rate that weighs more on local families than on cash-rich international buyers.
Who is buying in Funchal, and what do foreign buyers pay?
Buyers with a fiscal domicile outside Portugal pay a clear premium on the island. In Q1 2026, buyers domiciled abroad paid a median of €3,295/m² across the Região Autónoma da Madeira, compared with €2,810/m² for buyers domiciled in Portugal (INE/DREM), a gap of about 17% (in Q4 2025 the figures were €3,408/m² versus €2,558/m²). That gap is less about overpaying than about what foreign buyers choose: renovated, sea-facing apartments with lifts and parking in São Martinho or Sé.
INE does not publish a regional percentage of transactions by non-residents for Madeira. Across Portugal as a whole, buyers domiciled abroad purchased 1,890 dwellings in Q2 2026, or 4.7% of all transactions, down 10.3% year on year (INE).
On the ground in Funchal, demand comes from four groups: Northern and Central European buyers (from the UK, Germany, Switzerland, France, the Netherlands and Scandinavia) looking for a year-round climate for retirement or remote work; mainland Portuguese buying a second home; the Madeiran diaspora returning from Venezuela, South Africa, the UK and the Channel Islands; and small private investors targeting T0, T1 and T2 flats.
Demographics and tourism underpin that demand. Between 2021 and 2025, Funchal's population grew by 4.1% entirely through net migration (+6,712 people), which more than offset a negative natural balance of -2,216 (Pordata/INE). Meanwhile, Madeira's tourist accommodation recorded 718.6 thousand guests—558.1 thousand of them from abroad—and about 3.5 million overnight stays in Q2 2026 alone (DREM). At the 2021 Census, 4,407 of Funchal's 52,309 conventional dwellings (about 8.4%) were registered as secondary residences and 6,883 were vacant (DREM Censos 2021 final results); treat 8.4% as the 2021 baseline, as no newer official count has been published.
What taxes and rules apply to a foreign buyer in Madeira?
Portugal places no nationality restriction on buying property: EU and non-EU citizens purchase on the same legal footing. In practice, every buyer needs a Portuguese tax number (Número de Identificação Fiscal, or NIF) and normally a Portuguese bank account before signing a promissory contract.
The headline change in 2026 is the property transfer tax (Imposto Municipal sobre as Transmissões Onerosas de Imóveis, or IMT). Under Decreto-Lei n.º 97/2026 of 20 May, residential purchases from 25 May 2026 by buyers who are not tax resident in Portugal are subject to a single flat IMT rate of 7.5%, rather than the progressive bands that apply to residents. As explained in idealista/news on the 7.5% IMT for non-residents and the AT circular, the rule turns on fiscal residence, not nationality, so a Portuguese citizen living abroad is caught by it too.
There are three important nuances in the law and in the Tax Authority's guidance (AT Ofício Circulado n.º 40131/2026 of 4 September 2026):
- Becoming resident: Buyers can reclaim the difference between the 7.5% flat rate and the progressive resident rates if they become tax resident in Portugal within two years of the purchase.
- Long-term moderate letting: The same refund mechanism applies if the property is placed on the long-term rental market at a moderate rent for at least 36 months within the first five years.
- Married couples: Where a couple buys together and one spouse was previously tax resident in Portugal, the purchase falls outside the 7.5% non-resident regime.
Using our earlier arithmetic illustration—not tax advice—7.5% IMT on a €313,000 flat comes to about €23,500. On top of IMT, buyers in Madeira pay stamp duty (Imposto do Selo) at 0.8% of the purchase price, notary and land registry fees, and annual municipal property tax (IMI). Always instruct an independent lawyer and tax adviser before signing.
On visas and personal tax: buying real estate in Funchal no longer qualifies for Portugal's Golden Visa, as the property route was closed in October 2023 under Lei n.º 56/2023 (Mais Habitação), though qualified investment-fund and job-creation routes remain. The old Non-Habitual Resident (NHR) tax regime closed to new entrants in 2024; its successor, the IFICI incentive for scientific research and innovation, is narrow and must be checked case by case.
Can you still let a Funchal apartment to tourists?
For a buyer hoping to purchase an ordinary apartment in Funchal and apply for a new short-term holiday letting licence (Alojamento Local, or AL), the short answer is no. The Câmara Municipal do Funchal suspended new AL registrations in late summer 2025, extended the freeze in March 2026, and formalised the rules in Regulamento n.º 787/2026 on Alojamento Local in Funchal (Diário da República), published on 29 June 2026.
The preamble to the regulation notes that Funchal held 3,359 AL registrations on 31 December 2025—42% of the entire region's supply. Regulamento n.º 787/2026 divides the municipality into two containment areas: the historic parish of Sé, and the remaining parishes of Funchal. Together they cover the whole city. If you are offered an apartment that already holds an AL registration, instruct your lawyer to verify the transfer rules, cancellation grounds and any building-type conditions directly with the Câmara Municipal do Funchal before exchange; never assume an existing registration passes automatically with the deed. Since Decreto-Lei n.º 76/2024 gave municipalities control over local AL rules, neighbouring councils such as Santa Cruz, Câmara de Lobos and Calheta set their own policies.
With new tourist licences off the table in the capital, private buyers weighing CASAFARI tools for property investors are looking instead at the residential rental market. According to INE local rent statistics, 12 months to March 2026, the median rent on new leases in Funchal was €13.60/m² per month, while the Madeira region as a whole stood at €11.97/m² in Q1 2026, second in Portugal only to Grande Lisboa (€14.38/m²).
How to check Funchal prices yourself with CASAFARI
Every asking-price figure in this guide comes from CASAFARI Area Insights, the source of the Funchal asking-price series, queried for location id 4116 (Funchal). In the web application, Location Lookup resolves "Funchal" or any of its parishes to its exact location identifier, and Comparables lets a buyer or adviser benchmark a single apartment against active and historic listings on the same hillside.
For analysts, wealth advisers and developers building their own models, the same quarterly series is available through the Area Insights API documentation and the Comparables and valuation API documentation, or inside an AI workflow via Casafari MCP for AI assistants. API and MCP usage is metered in tokens, and you can create a CASAFARI account and get an API key directly on the platform.
Because CASAFARI tracks asking prices from indexed listings (with outliers excluded, updated weekly), the sharpest way to prepare for a purchase in Funchal is to pair parish-level asking trends in Area Insights with INE's quarterly transaction medians before sitting down to negotiate.
Frequently asked questions
How much does an apartment cost in Funchal?
In Q3 2026, the average asking price for an apartment in Funchal was €4,478.5/m² according to CASAFARI Area Insights (indexed listings, outliers excluded), an increase of 11.4% year on year. By simple arithmetic on that average, a 70 m² two-bedroom flat lists at roughly €313,000 before taxes and buying costs. INE's median price for completed transactions in Funchal was €3,601/m² in Q1 2026, and €3,872/m² for T0 and T1 apartments; asking and transaction figures measure different parts of the market.
Can foreigners buy property in Madeira?
Yes, there are no nationality restrictions in Portugal, and EU and non-EU citizens buy property in Madeira on the same legal terms. Every buyer needs a Portuguese tax number (NIF) and usually a local bank account. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT transfer tax on residential purchases under Decreto-Lei n.º 97/2026, though the difference against standard progressive rates can be reclaimed if the buyer becomes tax resident within two years.
Is property in Funchal more expensive than in Lisbon or the Algarve?
Based on INE's Q1 2026 transaction medians, Funchal (€3,601/m²) sits just below Grande Lisboa (€3,836/m²) and above the Algarve (€3,352/m²), making it 54% more expensive than the Portuguese national median of €2,337/m². In Q4 2025, Funchal ranked as the sixth most expensive municipality in Portugal. Within Madeira itself, the capital commands a substantial premium over the regional median of €2,863/m².
Can I let a Funchal apartment on Airbnb or as Alojamento Local?
Not with a new registration for the time being. Funchal suspended new Alojamento Local (AL) registrations in summer 2025, and Regulamento n.º 787/2026 (published on 29 June 2026) places the entire municipality under containment areas covering Sé and all remaining parishes. Properties with an existing AL registration exist—there were 3,359 in Funchal at the end of 2025—but transfer and cancellation rules must be verified with the Câmara Municipal do Funchal before buying, while long-term residential letting remains open (INE's new-lease median was €13.60/m² per month in the 12 months to March 2026).
Are property prices in Funchal still rising?
Apartment asking prices in Funchal rose 11.4% year on year in Q3 2026 and have recorded annual growth between 11.4% and 15.5% for seven consecutive quarters in CASAFARI Area Insights. House asking prices have slowed into a plateau, easing from +22.2% year on year in Q1 2025 to +5.4% in Q3 2026, with a 2.7% quarterly dip in Q2 2026. Because regional residential sales volumes fell 25.6% year on year in Q1 2026 (DREM), fewer transactions are supporting today's asking levels.
Does buying a home in Funchal qualify for a Portuguese golden visa?
No, purchasing real estate in Portugal no longer qualifies for a residence permit by investment following the passage of Lei n.º 56/2023 in October 2023. Golden Visa routes based on eligible investment funds and job creation remain available, and standard residence visas such as the D7 and digital nomad visas are unaffected by how much you spend on a home. Meanwhile, the old NHR tax regime closed to new entrants in 2024, and its narrower IFICI replacement should be assessed case by case with a tax adviser.
